Parivahan Odisha is where most people begin when they need a learner licence (LL) or driving licence (DL) in the state. The Odisha Motor Vehicle Department (State Transport Authority) routes licence applications through parivahan.gov.in and Sarathi, and its own website, odishatransport.gov.in, publishes the steps.
This page is from an independent guide, not the department. We follow the department's published process closely, then add the central rules every state uses.
LL apply online Odisha: the department's process
The Odisha transport department describes the learner licence process like this:
- Apply online. Go to parivahan.gov.in, open Sarathi, choose Odisha and fill the LL application.
- Upload and pay. Upload the required documents and pay the fee online.
- Book a slot. Choose a date for the LL test.
- Visit the RTO. Go to the RTO for scrutiny of documents and biometrics.
- Take the test. Sit the LL test. If you fail, pay the retest fee and book a new slot.
We could not confirm a statewide Aadhaar-based LL test from home for Odisha, so plan for the RTO visit. Central rules set the pass mark at 60 per cent and require the tutorial and test within seven days of applying, subject to availability. Our learning licence guide covers documents and forms.
Online LL mock test and what the test covers
The Odisha transport website provides an online LL mock test page for practice. The real test, under Rule 11 of the Central Motor Vehicles Rules, covers:
- Traffic signs and signals
- Road rules
- Duties of a driver after an accident
- Precautions at unmanned railway crossings
- Documents to carry while driving
You can also practise with our LL mock test and revise road signs. Our questions are for practice and are not the official question bank.
DL apply online Odisha: the 30-day rule and DL slot booking
The Odisha department states that you can apply for a DL 30 days after getting the LL. The LL itself is valid for 6 months, and Sarathi does not accept a DL application on an expired LL. So the practical window is from day 30 until your LL expiry date.
Apply on Sarathi, upload documents, pay, then book a driving test slot. Online slot booking is not available at every RTO, so if you see no slots, contact your RTO. A missed test can be rebooked through slot booking, subject to availability. Full steps: driving licence online apply.
If you fail the driving test in Odisha
The Odisha page says that on failing, you pay the retest fee and book another slot, and that the retest fee is payable "for 3 times only". Nationally, the 2019 amendment to Section 9 says an applicant who fails the re-test must complete a remedial driver training course.
An Accredited Driver Training Centre (ADTC) certificate exempts you from the RTO driving test under central rules.
DL status Odisha, download and print
Status: on Sarathi, select Odisha, click Apply Online, then Application Status, and enter your application number. A status saying the application is under scrutiny at RTO level means you must visit the RTO for verification and biometrics.
Download: the LL is issued electronically in Form 3 and can be printed. For the DL, DigiLocker and mParivahan give a digital copy that MoRTH has asked states to accept as valid. See DL status and driving licence download.
DL renewal Odisha
Renew any time from one year before expiry to one year after. After that you must pass the driving test again and pay a late fee of ₹300 plus ₹1,000 for each year or part of a year. From 1 April 2021 renewal can be filed with any licensing authority in Odisha, and a renewal after expiry does not need a fresh learner licence. Details: driving licence renewal.
DL fees in Odisha
The department has a "How to Apply, Fee Structure" page for DL and LL. We have not reproduced Odisha's totals because we could not verify them. The central Rule 32 base fees are:
| Item | Fee |
|---|---|
| LL per class | ₹150 |
| LL test | ₹50 |
| Driving test per class (also the retest) | ₹300 |
| Issue of DL | ₹200 |
| Renewal | ₹200 |
States add user charges, so the total shown on Sarathi may be higher than these figures. See driving licence fees.

The department lists the office of the Transport Commissioner, Cuttack, phone +91-671-2507042, email ori-transportcomm@nic.in. For a double payment on Sarathi, contact the RTO or department, since Sarathi itself cannot refund it.
