Bihar parivahan and Sarathi: which site to use

The Department of Transport, Government of Bihar has its website at state.bihar.gov.in/transport (the older address was transport.bih.nic.in). Licence applications themselves are made on Sarathi (sarathi.parivahan.gov.in): choose Bihar, then the service you need.

The Sarathi state page warns that DL services should be used only through parivahan.gov.in or the NextGen mParivahan app, and that you should keep your mobile number updated in Sarathi, because OTPs and your application number arrive by SMS.

Learning licence Bihar: apply and download

Punjab Transport states that a motorcycle of up to 50cc may be driven from 16; the minimum age is 18 for other vehicles and 20 for transport vehicles. To apply for a learning licence in Bihar, choose Bihar on Sarathi and the new learner licence service, fill the form, upload documents (proof of age and address), and pay. An application number is generated and sent by SMS; keep it, because you need it for the test, status and uploads.

The test covers traffic signs and signals, road rules, duties after an accident, unmanned railway crossings and documents to carry. After you pass, the LL is issued electronically in Form 3, which you can download and print. We could not confirm whether Bihar offers the LL test from home, so follow the options Sarathi shows for Bihar.

Driving licence online apply in Bihar

1. Check your dates. At least 30 days after your LL, and before it expires at 6 months. A DL cannot be applied for on an expired LL.
2. Fill the DL application on Sarathi. Choose Bihar and the new DL service.
3. Add the medical form if needed. Form 1A is required for transport vehicles and if you are over 40; otherwise Form 1 self-declaration.
4. Pay and book a slot. Online slot booking is not available at every RTO.
5. Take the driving test. If you pass at an accredited driver training centre instead, national rules exempt you from the RTO test.

Driving licence fee in Bihar

No Bihar fee list could be verified. The central fees in Rule 32 set the base everywhere. They come from a December 2016 notification, amended from 1 April 2021 to add a ₹400 fee for a duplicate DL and to change how late renewal is charged.

DL status Bihar and DL download Bihar

For DL status in Bihar, go to Sarathi, select Bihar, then Apply Online and Application Status, and enter your application number. If it shows the application is under scrutiny and processing at RTO level, you need to visit the RTO for document checks and biometrics. Remember that cancelling an application is permanent and the fee is not refunded. See DL status.

Underage driving: what the law says

Driving without a licence, or below the legal age, carries a fine of ₹5,000 under Section 181. If a juvenile commits an offence while driving, Section 199A makes the guardian or owner liable, with a fine of ₹25,000 and up to 3 years in prison, the vehicle's registration is cancelled for 12 months, and the juvenile cannot get a learner licence or DL until age 25.
