To get a driving licence in Haryana, you use the Sarathi portal with Haryana selected as your state, while the Transport Department, Haryana runs the offices that verify documents and hold driving tests. Searches for "Haryana parivahan" or "Sarthi Haryana" usually mean one of these two.
This page covers the Haryana learner licence (LL) and driving licence (DL), the fee table the department publishes, faceless services, heavy licences and renewal in Gurgaon, Faridabad and the rest of the state. We are an independent guide and do not process applications.
Haryana Transport and Sarathi
Haryana Transport's website (haryanatransport.gov.in) has a page called "DL and LL Related Online Services"; it could not be read for this guide, so we do not describe its contents. Haryana is on the Sarathi state list, which is where LL and DL applications, slot booking, fee payment and status checks happen.
The Sarathi state page also says DL services should be used only through parivahan.gov.in or the NextGen mParivahan app, and asks applicants to keep their mobile number updated, since OTPs are sent there.
Faceless DL services in Haryana (reported news)
The Tribune reported on 1 September 2023, from Karnal, that the Haryana Transport Department offered 12 faceless driving licence and conductor licence services, including learner licence issue. The report also noted a practical point: to use a service without visiting the office, your Aadhaar details need to match your DL record.
Going by that report, if your Aadhaar details differ from your licence record, the contactless route may not work for you, and the RTO is the place to ask.
We could not confirm whether the LL test can be taken from home across all of Haryana, so check the options shown on Sarathi after you select Haryana. The national process (tutorial, online test, 60 per cent to pass) is explained on learning licence, with practice questions on the LL mock test.
Driving licence fees published by Haryana Transport
Haryana Transport publishes a fee table that follows Rule 32 of the Central Motor Vehicles Rules, and it shows no separate state charge:
| Service | Fee |
|---|---|
| Learner licence, per class | ₹150 |
| LL test or retest | ₹50 |
| Driving test or retest, per class | ₹300 |
| Issue of DL | ₹200 |
| Smart card type DL (additional) | ₹200 |
| Addition of a class | ₹500 |
| Renewal | ₹200 |
| Change of address | ₹200 |
| International Driving Permit | ₹1,000 |
State fee tables like this one describe late renewal as ₹300 plus ₹1,000 per year of delay after the "grace period". Since 1 April 2021, the central rule counts the extra ₹1,000 per year from one year after expiry. mParivahan notes that user charges can be added to prescribed fees, so the final figure is the one on the Sarathi payment page. See driving licence fees.
How to apply for a driving licence in Haryana
- Get your learner licence. It is valid for 6 months.
- Practise for at least 30 days. Then apply before the LL expires; an expired LL cannot be used for a DL.
- Apply on Sarathi. Select Haryana and the new DL service, upload proof of age and residence, and pay.
- Book your test. Slot booking is on Sarathi, though online booking is not available at every RTO.
- Drive the test. You must pass a test of competence before a Motor Vehicle Inspector, or hold a pass certificate from an accredited driver training centre, which exempts you from the RTO test.
A failed driving test can be retaken by paying the retest fee; under Section 9(5) as amended in 2019, anyone who fails the retest must complete a remedial driver training course. Full guide: driving licence online apply.
Heavy licence in Haryana
Transport vehicle licences follow national rules. The minimum age is 20, a Form 1A medical certificate is required, and a transport licence is valid for five years (raised from three by the 2019 Amendment Act).
Before applying for a separate heavy licence, check whether you need one. In Bajaj Allianz v Rambha Devi (6 November 2024), a five-judge Supreme Court bench held that an LMV licence holder can drive a transport vehicle with a gross vehicle weight under 7,500 kg without a separate authorisation. Additional eligibility still applies to medium and heavy goods and passenger vehicles above 7,500 kg. Read heavy licence and LMV driving licence for more.
DL renewal Haryana, status and download
You can renew from one year before your licence expires up to one year after, and since April 2021 you can apply to any licensing authority in the state, whether you live in Gurgaon, Faridabad or elsewhere. Applying more than a year after expiry means retaking the driving test. Over 40, or holding a transport licence? Add Form 1A. See driving licence renewal.
For status, open Sarathi, choose Haryana, then Apply Online and Application Status, and enter your application number (DL status). For a digital copy, use DigiLocker or mParivahan, which MoRTH asked states to accept as valid (driving licence download).
