Learning licence in Delhi: how the test works

The Delhi learner licence test is a computer-based multiple-choice test, and you pass by getting 60 per cent of the answers right. Before the test you go through a colour blindness and limb movement check. If you pass, the LL is issued the same day and is valid for 6 months.

Delhi Transport hosts a question bank for the computer LL test on its website, which is the best official study material for Delhi applicants. Our LL mock test is a practice tool built from national road rules, not the official question bank, and the road signs chart covers the signs part.

National rules list the test topics as traffic signs and signals, road rules, duties after an accident, precautions at unmanned railway crossings, and documents to carry while driving. Revise all five.

We could not confirm from the pages read whether Delhi's STALL test can be taken from home, so check the current instructions on Sarathi before you book. For the general process see the learning licence guide.

Learning licence fees in Delhi

The Delhi learner licence page shows these amounts. They are grouped by the number of vehicle categories and are higher than the central LL fee of ₹150 per class; states can add user charges to the central fees:

LL forFee shown by Delhi Transport
One category₹500
Two categories₹950
Three categories₹1,400
LL retest₹50

The department does not break these totals down on that page. Treat the amount on the Sarathi payment screen as final. For the central Rule 32 fees behind every state's charges, see driving licence fees.

How to apply for a permanent driving licence in Delhi

Once you have held your LL for at least 30 days, and before 6 months have passed, you can apply for the permanent DL. Delhi Transport shows the fee including the smart card as ₹400.

  1. Apply on Sarathi. Select Delhi, choose the new DL service, and enter your learner licence details.
  2. Upload and pay. Upload the documents asked for and pay online.
  3. Book a test slot. Delhi's service list includes appointments; pick a date at your test centre.
  4. Take the driving test. You must pass a test of competence to drive before a Motor Vehicle Inspector.
  5. Track your DL. Follow the application by its number until the licence is issued.

A Form 1A medical certificate is needed if you are over 40 or applying for a transport vehicle. If you trained and passed at an accredited driver training centre, national rules exempt you from the RTO driving test. Faceless transport services in Delhi

As reported by The Tribune, then Chief Minister Arvind Kejriwal launched 33 faceless services of the Delhi Transport Department on 11 August 2021. This fits the national framework: a March 2021 notification made certain DL services available online with Aadhaar authentication on a voluntary basis, and a September 2022 notification widened the list to 58 services, including DL renewal, duplicate DL and change of address.

Under that framework, services such as renewal, duplicate DL and change of address can be applied for online with Aadhaar authentication, while a new DL still needs a driving test in person.

DL renewal Delhi online

National rules let you apply for renewal from one year before your DL expires up to one year after. The central renewal fee is ₹200. If you apply more than one year after expiry, the late fee is ₹300 plus ₹1,000 for each year or part of a year, and you will need to take the driving test again for the classes you need.

For renewal you give Form 1 (self-declaration) for a non-transport licence, or Form 1A if you are 40 or older or hold a transport licence. The driving licence renewal page has a validity checker and the full table of validity periods.

DL status Delhi and DL download Delhi

To check driving licence application status in Delhi, open Sarathi, select Delhi, then Apply Online and Application Status. You need the application number sent to you by SMS. A note under the status saying the application is under scrutiny at RTO level means you have to visit the office for document verification and biometrics. See DL status for more.

To keep a digital copy, use DigiLocker or mParivahan. Since 2018 the rules allow you to show your licence in physical or electronic form, and a MoRTH advisory asked states to accept these digital copies. Help is on the driving licence download page, and lost cards are covered under duplicate driving licence.

International Driving Permit from Delhi

Delhi Transport lists Form 4A as the IDP application and a validity of one year. The central fee is ₹1,000. The Delhi page also lists a medical certificate and visa, but rules notified in January 2021 removed both requirements for IDP applications in India. Details are in our international driving permit guide.
