Driving licence fee calculator
Driving licence fees in India are set centrally in Rule 32 of the Central Motor Vehicles Rules, and every state then adds its own service or user charges. That is why the driving licence fee for 4 wheeler and 2 wheeler applicants looks different from state to state, even though the base fees are the same everywhere.
The calculator at the top of this page adds up the central fee items you tick. Below you will find the full official fee table with its notification reference, how fees work when you apply for two vehicle classes, what heavy and transport licences cost, and real examples of what states actually charge. This site is an independent guide; all payments are made on the official Sarathi site.
Official driving licence fee table (Rule 32)
These amounts come from G.S.R. 1183(E) dated 29 December 2016, the Central Motor Vehicles (Twenty-second Amendment) Rules, 2016, as amended by G.S.R. 240(E) dated 31 March 2021, in force from 1 April 2021. The Himachal Pradesh government's copy of the Rule 32 table shows the same amounts.
| Service | Central fee |
|---|---|
| Learner licence (Form 3), each class of vehicle | ₹150 |
| Learner licence test or repeat test | ₹50 |
| Test or repeat test of competence to drive, each class | ₹300 |
| Issue of driving licence | ₹200 |
| Smart card type DL in Form 7 | ₹200 extra |
| Addition of another class of vehicle | ₹500 |
| Renewal of driving licence | ₹200 |
| Late renewal | ₹300, plus ₹1,000 for each year or part of a year of delay |
| Change of address or other particulars (and permanent surrender of a class) | ₹200 |
| Duplicate driving licence | ₹400 |
| International Driving Permit | ₹1,000 |
| Endorsement or renewal of hazardous goods authorisation | ₹100 |
| Appeal against a licensing authority order (Rule 29) | ₹500 |
| Driving school licence, issue or renewal | ₹10,000 |
| Duplicate driving school licence | ₹5,000 |
Since 1 April 2021 the additional late renewal fee is counted after one year from the date of expiry. The duplicate licence fee was added to the table in 2021.
Driving licence fee for 2 wheeler and 4 wheeler
Some fees are charged per class of vehicle and some only once. Under Note 2 of Rule 32, the fees for the learner licence, the LL test and the driving test are paid together when you apply for an LL, a DL or the addition of another class.
| Item | One class (only 2 wheeler or only 4 wheeler) | Two classes (2 wheeler and 4 wheeler) |
|---|---|---|
| Learner licence | ₹150 | ₹150 for each class |
| LL test | ₹50 | ₹50 |
| Driving test | ₹300 | ₹300 for each class |
| Issue of driving licence | ₹200 | ₹200 |
So applying for both classes together adds one more LL fee and one more driving test fee, not a second licence fee. Tick the classes in the calculator above to see the central total. Read our two wheeler licence and LMV driving licence guides to choose the right classes.
If you already hold one class and want to add another later, the central fee for adding a class is ₹500, and you will need to pass the test for the new class.
What states actually charge: examples
mParivahan describes licence charges as the prescribed fees plus any applicable user charges. Here is what some state transport departments publish as totals:
| State | Service | Total shown |
|---|---|---|
| Puducherry | Learner licence, single class / double class | ₹230 / ₹410 |
| Puducherry | Driving licence fresh, single class / two classes | ₹850 / ₹1,150 |
| Puducherry | Renewal, change of address, duplicate (each) | ₹550 |
| Puducherry | International Driving Permit | ₹1,500 |
| Tamil Nadu | Driving licence, single class / double class | ₹800 / ₹1,100 |
| Delhi | Learner licence, one / two / three categories | ₹500 / ₹950 / ₹1,400 |
| Delhi | Permanent DL, including smart card | ₹400 |
These figures are as published on each department's page and may have changed. Haryana and Rajasthan publish the Rule 32 table itself. Maharashtra says its faceless services carry no additional fees, and Gujarat's faceless LL was reported in 2025 as having no extra fee. The final amount for your application is always the one on the Sarathi payment page.
Heavy licence fees and transport licence charges
There is no separate central fee table for a heavy or transport licence: the same Rule 32 items apply per class. What changes is the paperwork and some state charges:
- Medical certificate: a Form 1A medical certificate from a medical practitioner is required for a transport vehicle licence.
- Driving certificate: Rule 14, as amended in 2021, asks transport applicants for a driving certificate along with Form 1A.
- Driver's badge: some states charge separately under their own rules. Uttarakhand lists ₹100 for a transport vehicle driver's badge, and Rajasthan lists ₹300 for a driver's badge or duplicate badge.
- Hazardous goods: the endorsement or renewal of authorisation costs ₹100.
Read the heavy licence guide for age, training and test details.
Renewal, duplicate and update fees
- Renewal: ₹200 within the window, which runs from one year before to one year after expiry. See driving licence renewal.
- Late renewal: ₹300 plus ₹1,000 for each year or part of a year, counted after one year from expiry.
- Duplicate DL: ₹400. See duplicate driving licence.
- Change of address or other details: ₹200. See change address on driving licence.
- IDP: ₹1,000. See international driving permit.
In Rajasthan, which has issued only e-DLs since 1 April 2024, the ₹200 smart card fee does not apply.
Retest fees if you fail
The central LL repeat test fee is ₹50 and the driving test repeat fee is ₹300 per class. To retake a failed LL test on Sarathi, pay the retest fee through Fee/Payments, E-Payment, Retest Fee, then book a fresh appointment. Some states publish their own retest arrangements: Kerala's MVD FAQ lists ₹30 for a failed LL test retake, and Odisha says the driving retest fee is payable for 3 times only.
How to pay driving licence fees on Sarathi
Fees are paid online on Sarathi as part of each application, and the Sarathi menu also has a fee payment option. Some states also allow payment at the office; Rajasthan's LL guidance mentions online payment or cash at the office.
Sarathi cannot refund a double payment: you must contact the RTO or transport department. Cancelling an application is permanent and fees are not refunded. Check your application status before paying a second time.
Frequently asked questions
What is the driving licence fee for 2 wheeler and 4 wheeler?
Centrally, you pay ₹150 per class for the learner licence, ₹50 for the LL test, ₹300 per class for the driving test and ₹200 to issue the DL. States add service charges; Tamil Nadu, for example, lists ₹1,100 for a double class DL.
Why is the fee on Sarathi higher than the official table?
Rule 32 sets the central fees, and states add their own service or user charges on top. The payment page shows the full amount for your state.
How much does a smart card driving licence cost?
The central rules add ₹200 for a smart card type DL in Form 7. Some states, such as Rajasthan since 1 April 2024, issue only e-DLs and do not charge it.
What is the heavy licence fee?
The same Rule 32 fee items apply per class, plus any state charges such as a driver's badge fee. You also need a Form 1A medical certificate.
What is the fee for renewing an expired licence?
The renewal fee is ₹200. If you renew more than one year after expiry, the late fee is ₹300 plus ₹1,000 for each year or part of a year of delay.
Can I get a refund if I paid twice?
Sarathi cannot refund a double payment itself. Contact your RTO or the state transport department.
