Driving Licence State Wise: All States and UTs on Sarathi

Driving licence state wise: all 36 states and UTs are on the Sarathi state list, so learner and driving licence applications start on sarathi.parivahan.gov.in after choosing your state. Each state's transport department sets local details such as service charges.

Checked against official sources on 16 October 2026

Driving licence state wise in India works like this: the law and the central fees are the same everywhere, but each state or UT transport department runs its own RTOs, sets service charges and decides which services are fully online. The common system for learner and driving licences is the Sarathi portal, where you choose your state before starting any service.

The table below lists every state and UT shown on the Sarathi state selection page (checked 16 October 2026), with the official transport department website and the key facts we could confirm. Sixteen states have their own detailed guide on this site.

Sarathi Portal Guide is an independent guide, not a government site. Applications are made only on the official websites linked here.

Which states use the Sarathi portal?

The Sarathi state selection page lists 36 states and UTs and says online services on the portal are available only for the states listed. As of 16 October 2026 that list covers every state and UT, so we could not confirm any state that is currently outside Sarathi for licence services.

Telangana was the last to join. MoRTH's Year End Review 2023 said Vahan and Sarathi had been implemented in all RTOs of 35 States/UTs except Telangana. News reports say Telangana moved to Sarathi during 2025, with a full rollout across RTA offices due by 1 September 2025, and launched 17 faceless DL services on Sarathi on 8 May 2026.

Some state department pages still link to older state systems. For example, as of 12 October 2026 Telangana's own LL page still linked slot booking to an older state system, and the Andhra Pradesh department home page still linked some licence services to older portals. When in doubt, start from Sarathi and choose your state.

Sikkim, Chandigarh, Manipur, Andaman and Nicobar, Arunachal Pradesh, Ladakh, Lakshadweep, Meghalaya, Mizoram, Nagaland, Tripura, and Dadra and Nagar Haveli and Daman and Diu are all on the Sarathi state list. Choose the state on Sarathi and follow the same national process.

What is the same in every state

Some rules come from central law and apply everywhere:

  • Central fees (Rule 32). LL ₹150 per class, LL test ₹50, driving test ₹300 per class, DL issue ₹200, renewal ₹200, IDP ₹1,000. States add user or service charges on top, which is why totals differ. See driving licence fees.
  • LL validity. A learner's licence is valid across India for 6 months.
  • Renewal window. Renewal can be done from one year before expiry to one year after expiry. See driving licence renewal.
  • Any office in the state. From 1 September 2019, licensing can be done anywhere in a State, and since 1 April 2021 renewal can be applied to any licensing authority in the State.
  • Aadhaar-based online services. Many LL and DL services can be done online with Aadhaar authentication on a voluntary basis, but how fully each state has rolled them out varies.

For the step-by-step national process, see driving licence online apply and learning licence.

How to start an application for your state

  1. Open Sarathi. Go to the Sarathi state selection page.
  2. Choose your state or UT. Pick the state or UT where you are applying.
  3. Pick the service. Choose learner licence, driving licence or a service on an existing DL, such as renewal or duplicate.
  4. Check your state's own notes. Use the department website in the table above for local fees, office lists and notices.

The Sarathi selection page also advises keeping your mobile number updated in Vahan and Sarathi, and using only parivahan.gov.in or the NextGen mParivahan app for vehicle, DL and eChallan services.

Can I apply at any RTO in my state?

From 1 September 2019 licensing can be done anywhere in a State, and since 1 April 2021 renewal can be applied to any licensing authority in the State. Some faceless services have their own conditions, such as Maharashtra requiring a present address in Maharashtra.
